Louis Charles Moeller was born in New York on August 5, 1855. He was a student of the Academy of Design in New York. He received further training with Frank Duveneck and in Munich with Wilhelm Diez. He lived and worked in Wakefield, NY.

He was represented by the Corcoran Gallery in Washington D.C.
