Pierre Tetar van Elven was the son of Johannes Baptist Tetar van Elven. He studied at the Amsterdam Fine Arts Academy under Jacobus Everhardus Josephus van den Berg. He lived and worked in Amsterdam until 1861, in Milan in 1853, in Rome in 1855, in Paris in 1856 and again in Milan in 1857.
He married an Italian woman in 1861 and settled in Turin until 1866, then moved to Paris until 1873.
He exhibited in Amsterdam and The Hague (1847-1875) and Leeuwarden (1855).
